Civil Rights Program

The mission of the New Orleans Division Civil Rights Program is to respond to all complaints of Civil Rights violations, thoroughly investigate those cases with prosecutive merit, and within prescribed time frames forward results of completed investigations to the U.S. Department of Justice for prosecutive action.

The FBI Civil Rights Subprogram priorities are 1) Racial or Religious Discrimination-Violence/No Violence; 2) Color of Law/Misconduct; 3) Involuntary Servitude/Slavery; and 4) Violence Against Reproductive Health Clinics.

The majority of Civil Rights investigations conducted by the New Orleans Division in Louisiana concern allegations of misconduct on the part of law enforcement officers In recent years the number of Color of Law cases has been on the decline due to emphasis placed on these investigations and the increased education, training, and overall professionalism of law enforcement officers in Louisiana.

The New Orleans Division has been conducting a pro-active approach to the Civil Rights Program by providing training of law enforcement officers throughout the state of Louisiana in the area of Civil Rights. The FBI in New Orleans actively liaisons with local, state, and federal law enforcement agencies as well as with Civil Rights organizations such as the Anti-Defamation League, NAACP, Urban League, Hispanic Apostolate, Migrant Workers Council, and others.
